The USAF has identified the need for a full spectrum capable force that can perform missions addressing a broad range of current and emerging threats. This has placed a significant demand on the current Operational Training (OT) infrastructure, which in turn has exposed systemic flaws to interoperability and multi-level security.  The historic USAF approach to OT architectures was decentralized to allow for flexibility and responsiveness for the many AF OT niches and associated requirements. However, the historic approach is not sustainable, nor does it meet the connectivity needs of tomorrow’s missions and a highly distributed customer base. This discrepancy is increasingly obvious within the USAF training community. Our joint training and mission rehearsals are hindered by incompatible, non-interoperable simulations and simulators.  It is also noted within the USAF community that fifth-generation connections are limited to operating within specific facilities because of security constraints and limitations. For effective training linked through all security levels and to enable shared understanding and information, the USAF should begin to view data as the essential integrating element instead of the current environment of network connectivity of systems. The Object Management Group® (OMG) secure Data Distribution Service™ (DDS) standard provides fine-grained, data-centric security necessary for a system with multiple levels of security. Secure DDS provides configurable authentication, access control, cryptography and logging features ensuring both security and performance.
